Can a phone be tracked using only the IMEI number

What happens when you report a phone as stolen

People in India are told to file a First Information Report or an online complaint through official websites.The Central Equipment Identity Register, or CEIR, is run by the Department of Telecommunications. The Government of India’s official CEIR portal says that this system lets users block a lost or stolen phone using its IMEI number.Once blocked:

Does IMEI tracking work if the SIM card is removed
