EV policy 2.0 draft: Only Delhi residents can avail incentives

Delhi has introduced a new set of incentives to promote electric vehicles, offering subsidies and benefits to residents who switch to cleaner transport options.Incentive to boost electric vehicle purchase

  • Purchase incentive will be disbursed through direct benefit transfer
  • The buyer must be a resident of Delhi and the vehicle should be registered in Delhi

Subsidy for electric two-wheelers

  • Applicable for scrapping: Delhi-registered, BS-IV and below two-wheelers

Three-wheelers (L5M)

  • Incentive of Rs 25,000 on purchase of a new electric three-wheeler
  • Purchase must be made within six months of CoD issuance

Car (private)

  • Incentive of Rs 1,00,000 on purchase of a new electric car
  • Ex-factory price must not exceed Rs 30 lakh
  • Purchase must be made within six months of CoD issuance
  • Applicable for scrapping: Delhi-registered, BS-IV and below cars
  • Limited to first 1,00,000 eligible applicants

Four-wheeler goods

  • Incentive of Rs 50,000 on purchase of a new electric four-wheeler goods vehicle
  • Purchase must be made within six months of CoD issuance
  • Applicable for scrapping: Delhi-registered BS-IV and below N1 goods carriers

Road tax exemptionsElectric vehicles: 100% exemption from road tax and registration feesException: Electric cars with ex-showroom price above Rs 30 lakh not eligibleStrong hybrid vehicles: Eligible for 50% exemption on road tax and registration fees (for cars priced up to Rs 30 lakh)Electrification mandates for registration

  • From Jan 1, 2027: Only electric three-wheelers (L5) allowed for new registrations
  • From April 1, 2028: Only electric two-wheelers allowed for new registrations

Fleet aggregators in Delhi

  • From Jan 1, 2026: Fleet operators cannot add new petrol or diesel (ICE) vehicles

Exceptions:Four-wheeler LCVs and LGVs (N1 category, up to 3.5 tonnes)Two-wheelersIn such cases, deadlines will be applicable from the date of notification
