GDA raises development & permit fees, builders say buyers to bear the brunt

The sharpest impact is on developers, who pay these charges at different stages of a project

Ghaziabad: On the direction of the state govt, the Ghaziabad Development Authority has increased charges on multiple heads, Ghaziabad: GDA has increased charges across several key categories for this financial year, raising development fees, building permit charges and mandatory inspection fees by an average 4% from April 1.While GDA said the revision follows the cost index and is part of its annual exercise, developers warned that the cumulative burden of such levies eventually gets passed on to homebuyers.The sharpest impact is on developers, who pay these charges at different stages of a project. Development fee slabs have been revised by plot size. For land parcels up to 1 hectare, the fee has gone up from Rs 10,000 to Rs 10,358. For plots above 1 hectare and up to 2.5 hectares, it has risen from Rs 20,000 to Rs 20,716.

For parcels above 2.5 hectares and up to 5 hectares, the charge is now Rs 31,074, up from Rs 30,000. For larger plots, the additional charge has increased from Rs 15,000 to Rs 15,537 for every 5 hectares.Building permit charges have also been revised upward. For commercial buildings, shopping complexes and malls, office use and mixed-use projects, the fee is now Rs 31.1 per sqm, compared with Rs 30 earlier. For group housing, it has increased from Rs 15 to Rs 15.5 per sqm.

For residential plots, the rate has moved from Rs 5 to Rs 5.2 per sqm.Inspection charges, levied to ensure construction matches the approved layout and building plan, have also been raised. The fee on the total layout area has gone up from Rs 10 to Rs 10.4 per sqm, while inspection charges on the total floor area of single or multi-storey buildings have increased from Rs 20 to Rs 20.8 per sqm.Developers said the hike may appear modest in isolation, but adds to a long list of statutory payments.

Satyendra Duggal said development authorities levy multiple fees, charges and cess, and together these account for over 30% of the total project cost. “Ultimately, that burden is loaded on the buyer,” the developer said.Duggal also said the timing was difficult, arguing that global volatility was already fuelling inflation and hurting sentiment.GDA officials maintained that the revision was formula-based, linked to the cost index, and carried out every year.
