Silver Fang is sealed behind the Hernand faction quest in Crimson Desert called Legendary Wolf.
It is part of the House Celeste questline and requires you to progress through a large chunk of regional quests. Given that it is one of the later quests in the region, you will have to complete quests across multiple Hernand factions, including House Celeste quests, the full Vellua Fisherman’s Guild quest line, and the Hernandian Parish of Solumen quests. Defeat Black Fang
