New Delhi: Delhi govt is working on the plan to make property registration fully paperless by enabling provisions to allow online applications, document submission and verification.
Under the proposed mechanism, digital documents will be accepted for the registration of properties and several other documents.“The work on making the standard operating procedure for paperless property registration is on. Changes for the digital procedure will have to be approved by the competent authority, following which the properties registering authorities will start accepting these documents. This work is being planned with the vision of minimum govt and maximum governance,” said an official.The changes, he added, will allow acceptance of the digital deeds and stamp papers by the property registration authorities.In April 2025, the then additional chief secretary, Ashish Chandra Verma, had discussed with officials the ways to make the registration of the sale deed of properties paperless and also faceless to make the process convenient and free of corruption. “The work was initiated, but remained stuck,” said an official, adding that the project is being revived.
“Govt is committed to make public services convenient and corruption free. The paperless registry is part of that commitment,” the official said. “We are also working to make necessary provisions on the property registration portal.”Delhi uses National Generic Document Registration System for registering sale deeds, power of attorney, wills and other documents at the sub-registrar offices. Under the plan, govt may upgrade the portal to enable automated checks, including screening of disputed properties and faster approvals, to reduce delays and curb corruption by limiting human intervention. The registration of sale deeds may also be integrated with the online system of Municipal Corporation of Delhi, which will enable the sub-registrars to verify in real time whether a property is free from encumbrances.While Delhi has already digitised parts of the property registration system, such as e-stamping and online appointment booking, physical visits to the sub-registrar’s office concerned and manual verification continue to slow down transactions. “The faceless registration will enable end-to-end online processing such as uploading sale deeds and paying stamp duty to digital execution of documents. Identity verification could be carried out using Aadhaar-based authentication or may be combined with video-based verification,” the official said.Several other states have moved in the direction of the online registration of properties. In Jan, Tamil Nadu govt launched paperless registration of 30 types of deeds. In 2025, Haryana govt launched the paperless registry system.
