Borkar files breach of privilege notice against speaker

Panaji: St Andre MLA Viresh Borkar has formally filed a breach of privilege notice against Goa Legislative Assembly Speaker Ganesh Gaonkar, alleging serious procedural violations and what he described as a “pre-determined” conduct of proceedings during the budget session, which ultimately had to be curtailed on March 16.Borkar, in his notice submitted on March 21, stated that the speaker failed to correctly and appropriately apply Rule 290 during the morning sitting, thereby allowing what he termed an “inadmissible and prolonged” discussion on the model code of conduct in view of the Ponda assembly byelection notification.The budget session was curtailed on March 16 following imposition of code of conduct for Ponda bypoll scheduled for April 9.
